Program Design Elements
- 1Eligibility: Define who can apply (all employees; full-time only; after 90 days)
- 2Covered hardships: Define what types of hardship are covered
- 3Grant limits: Define maximum grant amounts per incident and per year
- 4Application process: Simple, confidential application with required documentation
- 5Review committee: Independent committee to review applications and make decisions
- 6Funding: Define funding source (employer, employee donations, or both)
- 7Communication: Communicate the program to employees without stigma
Review Committee
An independent review committee ensures equitable and consistent grant decisions. The committee should include HR, finance, and employee representatives — but not the applicant's direct manager. The committee reviews applications against defined criteria and makes decisions by majority vote. Document all decisions and the rationale for approval or denial.
Confidentiality
Pro Tip
Confidentiality is essential for hardship program success. Employees who fear that their colleagues or managers will learn about their financial difficulties will not apply. Implement strict confidentiality protocols: applications are reviewed only by the committee; grant decisions are not disclosed to managers; and program statistics are reported only in aggregate. Confidentiality builds trust and increases program utilization.
